Delivery, installation and start up of the trajectory tracking system based on high speed digital cameras
I. General information
1. The order is carried out by Centrum Techniki Okrętowej S.A. (CTO S.A.), Gdansk, Poland
hereinafter referred to as Orderer.
2. The order is carried out in the framework of the project titled „Equipped the specialist Off-shore
Laboratory in Gdansk with research infrastructure for conducting of hydrodynamic and aerodynamic
model tests” co-financed by the European Regional Development Fund under Regional Operation
Programme for Pomerania Region in the period of 2007-2013.
3. The order will be awarded in accordance with the principle of competition and is not subject to the
provisions of the Public Procurement Act (pursuant to art. 3 of the Act of 29 January 2004, the Public
Procurement Law (Journal of Laws of 2007 No. 233, item. 1655, as amended); (Public Procurement
Law, art. 3, clause 1, item 5).
4. The costs associated with the preparation and submission of the quotation specification is on the
Bidder side.
5. No deposit is required.
6. It is recommended to get all information that might be necessary to provide the Orderer with
appropriate quotation specification.
7. Partial quotations are not allowed.
8. Variant quotations are not allowed.
9. The quotation validity is 60 days form the date set as the deadline for its submission.

III. Indication of the inquiry procedure and its legal basis
1. Inquiry procedure: Letter of inquiry No. PW-2013-P-008
2. Legal basis: DN CTO S.A. Regulation No. 4/2013 dated 18.03.2013 r. concerning
appointment of the expert team for tenders conducting and internal
procedure of purchase within the company.
IV. Description of subject of the order
1. The detailed description of subject of the order is included in the technical specification of
trajectory tracking system – Enclosure No. 1 to the letter of inquiry.
V. Rules of quotation submission
1. The quotation have to included the following:
a. price of the system,
b. price of the installation and training at Orderer’s site,
c. price of the post-warranty maintenance (service) for the period of 3 years from the date of
delivery,
d. terms of payment and delivery,
e. delivery time of complete system,
f. conditions of warranty (in the period of at least 2 years from the date of delivery) and
maintenance.
g. Description of the system including the information indicated in the letter of inquiry.

VI. Information related to the communication with the Orderer, providing explanations and

2. Every Bidder has a right to apply for explanations concerning the inquiry. The questions can be

VII. Delivery point, deadline of quotation submission and evaluation as well as evaluation based
selection
1. Quotation conforming to the requirements stated in section V can be delivered in person, by post
(address: Centrum Techniki Okrętowej Spółka Akcyjna (CTO S.A.), Szczecinska 65 St., 80-392
Gdansk, Poland), or by e-mail for the following address: joanna.wierszylo@cto.gda.pl titled
(reference) „quotation – trajectory tracking system based on high speed digital cameras”
1. Quotations should be delivered by 22 July 2013r.
2. Quotations delivered after the deadline indicated above would not be considered.
3. Orderer can request for additional explanations related to the submitted quotations in the progress
of their evaluation.
4. Orderer reserves the option of inviting Bidders to conduct direct negotiations with them with
relation to the relevant provisions stated in the submitted quotations including the offered price.
The negotiations are confidential. As a result of negotiations Bidders may amend the quotation.
5. The other Bidders will be notified about the selection of the quotation within 5 working days
from the date of completion of the tender expert team meeting.
VIII. Description of criteria which will be followed within evaluation and selection procedure of
quotation
1. The evaluation of the submitted quotations will be based on the following criteria:
price of the quotation - 0,6
fulfilment of technical requirements – acc. to the technical specification: - 0,4
2. Grading of each quotation will executed acc. to the formula:

The price is considered as the sum of amounts corresponded to the positions a, b and c listed in
section V, point 1and
Cn – the lowest price of the quotation among all quotations being evaluated

- within the fulfilment of technical requirements criterion (D):

Σ Db - the sum of points for the fulfilment of technical requirements granted for the
considered Bidder
Σ Dn - the highest sum of points granted for the fulfilment of technical requirements
Compliance with technical requirements is scored as follows:
a. Measuring error of linear positions:
i. below 2mm – 2 points
ii. in the range of 2mm-5mm – 1 point
iii. above 5mm – quotation will be rejected
b. Measuring error of angular positions:
i. below 0.5° – 2 points
ii. in the range of 0.5°-1° – 1 point
iii. above 1° – quotation will be rejected
c. Possibility of aggregation with towing carriage motion signal – 3 points
d. Possibility of parallel registration of the motion of more then one model – 2 points
e. Possibility of measurement in field conditions – 1 point
3. The overall grading (K) of the quotation will based on the following formula:
K = C + D
In case of equal scoring value (K) for two or more quotations, the order of the quotations
is determined by the grater number of points obtained within the price of quotation
criterion (C).
IX. Terms of cancellation of the letter of inquiry follow up
Orderer reserves the right to cancel the validity of the letter of inquiry without giving any reasons.

Detailed description of subject of the order
Delivery, installation and start up of the trajectory tracking system based on fast digital cameras

III. Basic technical specification of the system
1. Measurement of 6 DOF position of model running in towing tank.
2. Measurements will be carried out in moving reference system connected with the running
towing carriage.
3. Approximate size of the measuring area is show on the sketch above (point I) – area „moves”
at the speed of towing carriage.
4. Movements of the model with reference to the towing carriage are as follows:
- for x ±5m (in the direction of the carriage motion)
- for y ±3m (transverse to the towing tank)
- for z ±1m (vertically)
5. Expected accuracy of measurement is:
- ~1mm for linear positions
- ~ 0.1° for angular positions.
6. Minimum frequency of measurement is: ~10Hz, however the maximum should not be greater
then 200Hz.
7. Method that does not involve cable connection between the model and the system is
preferred.
8. System shall register the measurement signals as txt files along with postprocessing of signal
within the system software.
9. System should provide the automatic start of the signal registration (triggering).
10. System shall allow for on-line access to measured signals (for in parallel registration or
control of other devices by using UDP transmission protocol).
11. System should allow for measurements at arbitrary stand (without the carriage signal xc) and
to be easy installed/uninstalled.
Additional technical requirements
12. System allowing aggregation of carriage motion signal (rate generator or encoder installed on
the carriage wheels) and model signal registered in carriage system of reference will be
appreciated although not required – it will be of additional advantage.
13. System allowing parallel registration of the motion of more then one model will be
appreciated although not required - it will be of additional advantage.
14. System allowing measurements in field conditions (sunlight) will be appreciated although not
required - it will be of additional advantage
