Installation port for offshore wind farms at the Port of Gdansk instead of Gdynia?

On 11 February, the Minister of State Assets submitted a motion to the Minister of Infrastructure to amend the resolution of the Council of Ministers of 30 July 2021 on the installation terminal for offshore wind farms, aiming to recognize the Port of Gdansk as the location of the installation terminal, which is to be established on a new date - i.e. by 1 June 2025. - informs the Office of the Prime Minister.

As indicated by the Minister of State Assets, the justification for the motion to amend the resolution is the arrangements made by the companies under the ownership supervision of the Minister of State Assets, responsible for the implementation of more than 60% of the offshore wind investments planned in Poland, i.e. PGE Polska Grupa Energetyczna S.A. and PKN ORLEN S.A, their subsidiaries and indirectly supervised by the Chancellery of the Prime Minister, as to indicating the external port in Gdańsk as one that meets all criteria of the industry investors and allows timely execution of the first stage of the offshore wind energy sector development in Poland.


Let us remind, that on July 30, 2021 the government adopted a resolution of the Council of Ministers on the installation terminal for offshore wind farms, in which the Port of Gdynia was indicated as the location for the terminal.

The essence of solutions included in the project:

The draft provides - in accordance with the request of the Minister of State Assets - a change in the recognition of the Port of Gdansk as the location of the installation terminal, also indicating, in accordance with the aforementioned findings, that the terminal will be established in an external port, i.e. a part of the port created as a result of inundation by transformation of a body of water into land.


- If the resolution is passed, we are ready to take actions, which will create conditions for the realization of this undertaking - informs Anna Drozd, Spokesperson of the Port of Gdansk.

Furthermore, it has been indicated that the Council of Ministers authorizes the minister in charge of maritime economy to monitor the progress of works for the efficient construction and equipping of the installation terminal by June 1, 2025. The new deadline results from the aforementioned arrangements made by the companies supervised and indirectly supervised by the Minister of State Assets and the Chancellery of the Prime Minister. At the same time, taking the above into account, it is proposed that the role of the Minister of Infrastructure, as the minister in charge of maritime economy, should be to monitor the progress of works aimed at efficient construction and equipping of the installation terminal within the deadline assumed by the companies supervised and indirectly supervised by the Minister of State Assets and the Chancellery of the Prime Minister. Consequently, § 1.3 of the proposed resolution proposes to repeal § 3 of Resolution No. 104/2021.

It is expected that the amendments in question will allow for the efficient construction and equipping of the installation terminal.

The person responsible for developing the project is Marek Gróbarczyk Secretary of State, the body responsible for submitting the project to the Council of Ministers is the Ministry of Infrastructure. The planned deadline for adoption of the draft by the Council of Ministers is Q1 2022.
