ORLEN Neptun has signed a land reservation agreement with the Zarząd Portu Morskiego Kołobrzeg (Kołobrzeg Port Authority), securing a site within the port for the development of a dedicated service port to support Baltic West — the ORLEN Group’s next offshore wind project under Poland’s Phase II offshore wind expansion programme.
The agreement formalises and deepens the existing co-operation between the parties, enabling the launch of analytical workstreams and the preparation of pre-project documentation. This will facilitate the selection of technical solutions optimally tailored to the delivery of the Baltic West offshore wind farm. Experience gained through the project is also expected to strengthen the port’s infrastructure potential for servicing future offshore wind developments in this part of the Baltic Sea.
Optimal location for O&M operations
Port Kołobrzeg is the closest harbour to the Baltic West project area among all ports available along this stretch of the Baltic coast. Owing to its advantageous geographical position, Kołobrzeg represents an optimal base for operations and maintenance activities related to the offshore wind farm.
At present, the port meets the infrastructure standards required of central coast facilities intended to support offshore wind farms using crew transfer vessels (CTVs), including quayside and access parameters suited to regular offshore personnel and light cargo movements.
Four concessions in the Odra Bank area
Baltic West comprises four offshore concessions located in the Odra Bank area of the Polish Baltic Sea: sites 14.E.1 and 14.E.2, held by subsidiaries of Energa Wytwarzanie, and 14.E.3 and 14.E.4, owned by subsidiaries of ORLEN Neptun. The scheme is the second Phase II offshore wind project undertaken by the ORLEN Group, following Baltic East.
The planned total installed capacity of Baltic West is approximately 4 GW, sufficient to generate clean electricity for more than five million households in Poland. All four areas are being prepared for participation in Poland’s offshore wind support mechanism, with full project delivery scheduled by 2040.
The projects have already secured permits for the construction and use of artificial islands, structures and installations, as well as preliminary grid connection conditions. In the coming months, ORLEN Neptun intends to initiate a comprehensive programme of site investigations, including environmental surveys, wind resource assessments and geotechnical seabed studies.
In late 2025, ORLEN Neptun — the offshore wind competence centre within the ORLEN Group — announced the success of its most advanced Phase II project, Baltic East. The development was among the winners of Poland’s first offshore wind auction conducted by the President of the Office for Energery Regulation. The award marked a significant milestone in the expansion of renewable energy capacity and reaffirmed the Group’s commitment to building a secure and stable energy system in Poland.
