
ORLEN Neptun has signed another contract for the use of the offshore installation terminal in Świnoujście. Under the agreement with Smulders, responsible for producing internal platforms for the Baltica 2 offshore wind farm project, steel components for the farm will be stored and assembled at ORLEN Group’s terminal in West Pomerania. Earlier, the company signed a similar agreement with Ocean Winds for the BC-Wind offshore wind farm. In the long run, the Świnoujście Offshore Terminal will enable the installation of several dozen wind turbines per year, becoming the most important offshore wind installation hub in the Baltic region.

We have signed another contract, this time with a leading manufacturer of offshore wind farm components, which will allow us to use our infrastructure for the storage and assembly of components for another offshore investment. This is a huge opportunity for the entire region and for Polish companies building their expertise in the sector of tomorrow – offshore wind energy, said Ireneusz Fąfara, CEO of ORLEN.
Multifunctional use of the terminal
The agreement signed by ORLEN Neptun and Smulders provides for the lease of terminal space. It will be used as a base for the construction of the Baltica 2 offshore wind farm, implemented by the PGE and Ørsted consortium. The terminal will be used for deliveries, storage, and assembly of SIP (Service Inspection Platforms), which will then be transported to their offshore installation sites. In Świnoujście, components will be loaded onto specialized vessels. The cooperation also includes the construction of a production hall, where preparatory, assembly, installation, and repair works will be carried out.
The Świnoujście Offshore Terminal has been designed to accommodate the largest vessels dedicated to offshore wind projects with turbines of around 15 MW. The location of the installation port provides convenient rail, ferry, air, and road access, while its inland position guarantees optimal weather conditions during project operations. The location will also enable servicing of international projects in German, Swedish, and Danish waters.
Five wind farms with a capacity of 5.2 GW
The terminal was built to support ORLEN Group’s offshore projects developed under the second stage of offshore wind expansion, for which the company obtained concessions in 2023. These involve the construction of five Baltic wind farms with a total capacity of 5.2 GW. The first, Baltic East with a capacity of 1 GW, will be built off the coast of Choczewo (Pomeranian Voivodeship) and is currently being prepared for the December auction. In parallel, another project consisting of four concessions located near the Odrzana Shoal is under development. All projects are being prepared to participate in Poland’s offshore wind support system. By 2035, three out of the five concessions are planned to go online, with full implementation of all projects expected by 2040.
Smulders is an experienced manufacturer of offshore wind farm foundation structures, providing operational teams with access to wind turbines and substations for technical interventions. The company is engaged in the Baltica 2 project, under which it will begin production of internal platforms at its local plant in Żary, followed by assembly at the Świnoujście Offshore Terminal.
