At Fuel Base No. 21 in Dębogórze near Gdynia, construction of three new tanks for storing liquid fuels has officially been completed. The additional 150,000 m³ of capacity makes the base the largest facility of its kind in the country.


The expansion of Fuel Base No. 21 in Dębogórze, carried out by PERN, has been officially completed. The company now has three new, modern tanks for storing liquid fuels with a total capacity of 150,000 m³. PERN’s base is currently the largest such facility in Poland, with a total storage capacity exceeding 500,000 m³.


During the ceremony marking the completion of the investment, Wojciech Wrochna, the government’s plenipotentiary for strategic energy infrastructure and Secretary of State at the Ministry of Energy, emphasized that the project is significant not only for the market but also for the country’s security.


“PERN deals with fuel logistics, which in recent years was often considered declining because of its fossil nature. Today we see that this is not the case. We see that investments in a competitive economy, in security, and in the technologies that ensure it, are extremely important,” Wrochna said.


He also stressed that the increased storage capacity at PERN stems not only from economic resilience and security needs but also from the country’s growing economy. The Deputy Minister added that PERN increases its level of investment each year. In 2024, the company’s investment spending amounted to PLN 218 million, in 2025 nearly PLN 400 million, while the planned investment budget for 2026 is around PLN 560 million.


“There are also renovations, which will cost PLN 124 million. This is an investment in jobs at the company, in subcontractors, and in ensuring key economic benefits for us,” he said.


PERN President Daniel Świętochowski confirmed that the new tanks will begin filling in November. He noted that the investment opens new opportunities for the company. Thanks to the expansion of the liquid fuels transshipment berth, carried out jointly with the Port of Gdynia Authority, it will soon be possible to unload tankers with a capacity exceeding 100,000 m³, while currently the maximum handled capacity is 40,000 tonnes.


“This is a huge opportunity to increase the country’s fuel import potential,” Świętochowski stressed. He added that thanks to the new tanks, the company will regain some storage capacity that it will make available for gasoline imports, something that has not been possible for the past several years.


“This is not the only investment at PERN,” the president added. “In 2027, three more tanks will be commissioned—two in Koluszki and one near Legnica. Seven additional tanks are currently in the design phase at various locations, including Dębogórze. There has also been revitalization of the fuel pipelines that connect the base with the Port of Gdynia.”


Michał Drzazga, head of Fuel Base No. 21, stated that thanks to the expansion, “a major fuel hub on the Baltic is becoming a reality.”


“Supply routes intersect here. Every day we ensure continuity of fuel dispatches and market stability,” he said.


The three new tanks for liquid fuels opened in Dębogórze, each with a capacity of 50,000 m³, were commissioned on schedule. It is worth noting that earlier this summer, the expansion of the rail tank car loading station was also completed. Two additional loading positions were added, increasing the facility’s throughput by 4,000 m³ per day.


Fuel Base No. 21 in Dębogórze is connected by pipelines to the liquid fuels transshipment terminal in the Port of Gdynia. Piotr Gorzeński, president of the Port of Gdynia Authority, emphasized that cooperation with PERN is going very well.


“Its nature is somewhat complex. We operate the liquid fuels transshipment quay. It is connected by pipelines to the Fuel Base in Dębogórze, located several kilometers away, so this is a very close operational link between the two entities and requires very tight coordination of all activities,” Gorzeński explained.


In the Port of Gdynia, expansion of the liquid fuels transshipment berth is also beginning. According to the schedule, work should be completed in the second half of 2028. Only after its completion will VLCC tankers with capacities exceeding 100,000 m³ be able to call at Gdynia.
