The Górniczy Basin at the Port of Gdańsk is to gain modern port infrastructure. New quays, enhanced load-bearing capacity and improved navigational parameters mark the next phase of development at Poland’s largest seaport. On 20 February 2026, Zarząd Morskiego Portu Gdańsk (ZMPG S.A.) concluded a contract with PORR S.A. valued at PLN 114.6 million net for the execution of an investment project that will significantly increase handling capacity within the Inner Port.

The Górniczy Basin at the Port of Gdańsk is to gain modern port infrastructure. New quays, enhanced load-bearing capacity and improved navigational parameters mark the next phase of development at Poland’s largest seaport. On 20 February 2026, Zarząd Morskiego Portu Gdańsk (Port of Gdańsk Authority/ZMPG S.A.) concluded a contract with PORR S.A. valued at PLN 114.6 million net for the execution of an investment project that will significantly increase handling capacity within the Inner Port.

The redevelopment of the Węglowe Quay – Stage II – together with the Administracyjne Quay in the Górniczy Basin constitutes a continuation of the ongoing expansion of the Węglowe and Rudowe Quays. The project is intended to enhance the operational capacity of the Port of Gdańsk in the handling of bulk cargoes.

“This represents another stage in the systematic modernisation of Port of Gdańsk infrastructure, translating directly into enhanced safety and adaptation to the requirements of the contemporary market. Through this project we are modernising and developing the bulk cargo handling hub in response to the growing needs of both domestic and international trading partners,” said Dorota Pyć, President of the Management Board of the Port of Gdańsk Authority.

Objectives and Anticipated Outcomes


The principal objective of the investment is to increase cargo-handling capacity and improve the technical parameters of the quays. Upon completion of the works, the permissible load-bearing capacity of the quays will be doubled. The current allowable loads of 10 and 20 kN/m² will be increased to 40 kN/m², enabling the operation of heavier cargo-handling equipment and the storage of higher-weight cargoes.

Furthermore, the Węglowe Quay will be adapted for cargo operations utilising modern mobile harbour equipment, including Liebherr LHM 550 and Mantsinen 300 units. At present, due to inadequate pavement strength, such equipment cannot be deployed

“As part of the investment, the technical depth of the quays will be increased to -12.0 metres, substantially improving navigational parameters and enabling the safe handling of larger vessels. The infrastructure will thereby be fully adapted to accommodate ships with a maximum draught of up to 10.60 metres and a deadweight of up to 100,000 DWT. This will significantly expand the port’s operational capabilities, enhance flexibility in call planning, and strengthen the Port of Gdańsk’s position as a modern and competitive cargo hub in the Baltic,” explained Stefan Rudnik, Director of the Investment Department at ZMPG S.A.

Although the project is being delivered under a “design and build” formula — requiring the contractor to obtain the building permit prior to the commencement of physical works — the environmental decision has already been secured by ZMPG in order to accelerate the design process and administrative approvals.

Scope of Works


The design and construction works will deliver comprehensive port infrastructure, encompassing the quays themselves together with their technical, road and rail hinterland. The wide-ranging scope will ensure full integration of the new infrastructure with the port’s existing transport and logistics network.

A key component of the investment is the extension of the Węglowe Quay over a length of approximately 335 metres, together with comprehensive development of its technical hinterland to ensure full operational and logistical functionality. Simultaneously, the Administracyjne Quay will be redeveloped along a stretch of approximately 121 metres and equipped with a modern ro-ro ramp, facilitating efficient handling of rolling cargo and increasing the port’s operational flexibility.

An integral element of the undertaking is the expansion and reconstruction of rail infrastructure, including tracks nos. 301, 302, 303 and 344 together with associated turnouts. This will substantially enhance the interface between the quays and the national rail network. The project also provides for the construction and modernisation of road infrastructure to ensure efficient road haulage operations and smooth vehicle circulation within the investment area.

The entire area will be equipped with a comprehensive lighting system covering the Węglowe Quay, the Administracyjne Quay and the rail siding, including the installation of 24 lighting masts. Two transformer substations will be constructed, together with modern electrical networks and installations to guarantee reliable power supply to port infrastructure. The project will also incorporate telecommunications networks and systems supporting port operations management and security.

In addition, the investment includes the construction of a water supply network and a stormwater drainage system equipped with treatment facilities, ensuring proper rainwater management and compliance with high environmental standards.

The completed project will deliver a coherent and modern infrastructure complex, significantly enhancing the operational and technical capacity of the Port of Gdańsk.

Completion of the works is scheduled for autumn 2029.
