Another Step Forward in the Przylądek Pomerania Project: Ministry of Infrastructure Secures Key Permit

The Secretary of State at the Ministry of Infrastructure, Deputy Minister Arkadiusz Marchewka, announced that a permit has been obtained for the construction of a technical road, which will allow equipment access to the construction site of the new deep-water external port in Świnoujście. This is intended to demonstrate the consistent progress of this investment, which is crucial for the development of the Polish maritime economy.

The West Pomeranian Voivode issued Decision No. 5/2025 granting permission for the construction of the external port. Two projects were approved: the land development plan and the architectural and construction design for the Szczecin and Świnoujście Seaports Authority (Zarząd Morskich Portów Szczecin i Świnoujście S.A.). These include the construction of a temporary road along with accompanying technical infrastructure. The road layout has been designed to optimize the entire project, in coordination with the General Directorate for National Roads and Motorways and the railway network operator.

To reclaim the area of the future terminal, which will cover 186 hectares, over 20 million tons of sand are required. At the same time, the approach channel must be deepened, and a turning basin with a port basin constructed, necessitating the excavation of up to 19 million tons of material. The infrastructure is being built 4 km from Świnoujście’s transport network to minimize impact on passenger traffic in the city and region.

As part of Przylądek Pomerania (Cape Pomerania), a container terminal will be constructed with a total quay length of over 1,300 meters, allowing three vessels to be serviced simultaneously in the final layout. This includes the largest vessels, measuring 400 meters in length, 50 meters in width, with a draft of up to 15 meters. Additionally, a completely new railway and road system will be built on an area of over 47 hectares, including two access tracks to the terminal over 3 km long. Within the terminal, a rail siding with 10 tracks, each 800 meters in length, will be created. A 2 km road will also be constructed, and a 5-hectare area designated for trucks waiting for cargo handling. The project will also include full water supply, sanitation, energy, and safety infrastructure (sanitary points, customs, and border guard facilities).

The Świnoujście terminal is being built east of the LNG terminal, on a pier extending into the sea, and will be protected from the sea by a breakwater. The investment is scheduled for completion in 2028. Its goal is to strengthen the position of Polish ports in the Baltic Sea basin and transform them into key hubs in global supply chains for Central and Eastern Europe. Ultimately, the terminal will have the capacity to handle up to 2 million TEU annually.
