For the first time in Poland, an auction under the second phase of support for offshore wind energy has been concluded. The President of the Energy Regulatory Office (URE) has published the results of the auction for the right to receive negative balance compensation for electricity generated by offshore wind farms and fed into the grid.
On 17 December 2025, Poland held its first auction as part of the second phase of support for offshore wind energy. The maximum total installed electrical capacity of offshore wind farms eligible for the right to negative balance compensation was set at 4 GW.
The auction was conducted electronically via the URE’s Internet Auction Platform (IPA). The session ran from 8:00 a.m. to 6:00 p.m. Previously prequalified investors (holding, among other things, an environmental decision and conditional prequalification) submitted bids specifying a proposed price per 1 MWh of energy (in PLN net).

“The first offshore wind auction in Poland is an event of major significance on the country’s energy transition pathway. Preparing and organizing the offshore auction involved numerous challenges for the Office under my leadership, in a complex and dynamically changing regulatory environment. This confirms the Regulator’s ability to support the state’s strategic objectives in the energy sector,” summarized Renata Mroczek, President of the Energy Regulatory Office.
Four power producers participated in this year’s auction, from which three winners were selected. As a result, offshore wind farms with a total installed electrical capacity of 3.435 GW will be developed:
ORLEN Neptun VIII Sp. z o.o. – Baltic East Offshore Wind Farm, with an installed capacity of 900 MW;
Elektrownia Wiatrowa Baltica 9 Sp. z o.o. – Baltica 9 Offshore Wind Farm, with an installed capacity of 975 MW;
MFW Bałtyk I S.A. – Bałtyk I Offshore Wind Farm, with an installed capacity of 1,560 MW.
The bids submitted this year did not exceed the maximum total installed electrical capacity of offshore wind farms available for individual grid connection points.
However, the “competition enforcement” rule was applied, under which the auction is won by participants whose combined bids do not exceed 90% of the total installed electrical capacity of offshore wind farms covered by all bids.
Auction participants committed to generating and feeding electricity into the grid for the first time within seven years from the date of closing the auction session. Upon meeting this obligation, the 25-year support period will commence.
The total estimated amount of electricity that the winning producers plan to generate and feed into the grid in order to obtain the right to negative balance compensation exceeded 330 TWh. Among the winning bids, the lowest offered price was PLN 476.88/MWh, while the highest was PLN 492.32/MWh.
The price for electricity generated by offshore wind farms and fed into the grid, indicated by producers in their bids as the basis for settling negative balance compensation, could not exceed the maximum price specified in the Regulation of the Minister of Climate and Environment of 9 January 2025.
