Date of publication: 08.06.2026

On 8 June, Polish armaments group – Polska Grupa Zbrojeniowa S.A. – signed a framework cooperation agreement with Centre for maritime technology – Centrum Techniki Okrętowej S.A. (CTO) – of Gdańsk covering the provision of research and development services for companies within the PGZ Group.

Under the agreement, the two organisations committed themselves to the mutual use of their research and development, design and infrastructure capabilities, particularly in the implementation of industrial research, development work, as well as design and validation services for the PGZ Group. These activities will include, among others, maritime technologies, ship systems, materials engineering, hydromechanics and acoustics. The cooperation will also cover knowledge exchange, the implementation of R&D projects, training programmes and participation in jointly agreed strategic initiatives.

– Companies within the PGZ Group are currently focused on delivering major contracts under the European SAFE programme. At the same time, it remains very important for us to seek new industrial partners and jointly develop innovative projects, not only for the Polish Armed Forces but also for international markets. The agreement signed today with CTO will enable our companies to plan the development of their research capabilities even more effectively. We are creating a coherent and efficient cooperation model that will allow our companies to deliver projects more quickly and efficiently while advancing modern technologies – emphasised Jan Grabowski, Vice-President of PGZ.

PGZ has been cooperating with CTO for many years. CTO experts have participated in projects related to the modernisation of the Polish Navy’s fleet involving PGZ Stocznia Wojenna. The most important projects carried out over the past year have been the Miecznik Programme and Ratownik Programme programmes. The positive results of this cooperation have created opportunities to expand joint activities into other defence-related domains.

The newly signed framework agreement simplifies the process of establishing cooperation between CTO and PGZ Group companies, significantly reducing the time required to launch joint research and development projects and enabling a faster transition from concept to implementation.

– Security today requires not only modern equipment but also a strong research and development base. The agreement signed today between CTO S.A. and PGZ S.A. represents an important step in strengthening cooperation between a national research and development centre and the Polish defence industry. By combining CTO’s research expertise with the industrial capabilities of the PGZ Group, we are creating the conditions necessary to deliver innovative projects that address contemporary security challenges. We believe that our joint activities will contribute to further strengthening the PGZ Group’s position as a leader in innovation within the security and defence sector, while also increasing the competitiveness of Polish industry in both domestic and international markets – said Jan Dobiński, President of CTO S.A.

The framework agreement follows a series of analyses that identified specific areas for cooperation. In September last year, the parties signed a letter of intent concerning potential research and development cooperation. In February 2026, representatives of PGZ Group companies visited CTO’s facilities in Gdańsk to review the company’s capabilities and expertise.

Under the framework agreement signed today, PGZ S.A. and CTO S.A. also intend to jointly implement the solutions developed through their cooperation not only for the Polish Armed Forces but also for armed forces around the world, as well as for civilian applications within the dual-use sector.
